The Certification Process

The certication process is as follows:

    1.  Obtain an application packet, which includes the following:
  •  Certification Procedures and Guidelines
  •  WVCBAPP Counselor Certification Manual
  • WVCBAPP Code of Ethics (Adopted from NAADAC’s Code of Ethics)
  • Application, including Supervised Practical Experience Outline Form
  • Demographic Data Form - Some individuals find questions of age or race to be offensive. This information is requested so that the Board can respond to national surveys by NAADAC and IC & RC.
  • Fee Schedule
  • Complete the application and return it to the Certification Board with the appropriate fees.

    2.  The Board will notify applicants of any deficiencies in their applications, and will notify applicants of their eligibility to take the written computer based test (CBT). The application, and requirements for certification, must be substantially complete prior to taking the CBT. Applicants must pay a late fee for items that are received by the Certification Board after the application deadline. For more information on this topic, see the section titled "Application Deadline" below.

    3.  The applicant will submit the $140 CBT fee.

    4.  The Board will pre-register the applicant for the CBT.  The applicant will receive a pre-registration verification e-mail.  It is the responsibility of the applicant to register for the CBT date and location.

    5.  Take the IC&RC ADC/AADC/CCS/CCJP/PS written CBT test. The Board awards all certificates once an applicant has passed the written test. 


Time Considerations:

Completion Period:

An applicant has two years from the date of application to pass the written CBT test. If an individual does not pass the written exam within two years, then that individual must begin the application process again.

Eligibility Period for Tests

In order to be eligible to take the IC&RC ADC/AADC/CCS/CCJP/CPS written CBT test, the applicant’s portfolio must be complete. Incomplete applications will be returned, or the applicant will be notified of the deficiencies and will be required to submit additional documentation to correct all deficiencies.

Recertification

Every individual who has attained certification must seek recertification by the end of the two-year certification period.

Steps to Recertification:
  1. Complete the recertification application form and return it no later than August 30th of the year of the credential’s expiration date. (Application forms will generally be mailed to the certified individual at least sixty (60) days prior to the expiration of their credential. However, it remains the responsibility to the certified professional to obtain, complete and submit recertification documents in a timely way.
  2. Furnish documentation of forty (40) hours of continuing education. These hours must consist of a minimum of 40 contact hours of training which has been given approved continuing education status by the Certification Board.
  3. Six (6) of the forty (40) hours of continuing education must be “addiction specific,” by which is meant that the course title, description or content clearly indicates that the training addresses chemical and behavioral dependencies directly. For example, “Group Therapy” would not meet the criteria, whereas “Group Therapy for Alcoholics” would.
  4. Pay the required fee.
Obtaining Approved Status for Training:
Certification Board approval for continuing education hours/events may be gained in a variety of ways:
  • By the sponsoring agent: The individual, agency or institution sponsoring the training submits an application and fee to the Certification Board. The Board reviews the materials and, if appropriate, approves a set number of contact hours.
  • By the individual attending the training: The individual attending the training submits an application and fee to the Certification Board. The Board reviews the materials and, if appropriate, approves a set number of contact hours.
  •  By the trainer or faculty member: The person teaching the course or workshop submits an application and fee to the Certification Board. The Board reviews the materials and, if appropriate, approves a set number of contact hours.
Procedures and applications for these processes may be obtained from the Certification Board.

Late Fee:
A late fee of $75 is charged to any re-certification applicant if the application has not been postmarked by August 30th.

Inactive Status:
  1. Once a certified professional fails to submit the re-certification packet by August 30th of the year in which he/she is supposed to re-certify, the credential is considered to be "inactive" and may not be used until re-certification is obtained. The individual may not identify him/herself as a Certified Prevention Specialist (CPSI or CPSII), Alcohol and Drug Counselor (ADC), Counselor in Service (CIS), Adavanced Alcohol and Drug Counselor(AADC), Certified Clinical Supervisor (CCS), or Certified Criminal Justice Addiction Professional and must notify his/her employer of the inactive status of the credential in question. Since the Certified Clinical Supervisor (CCS) credential requires that the individual holds an active ADC credential, one's CCS will also become inactive if the ADC or AADC credential becomes inactive.
  2. The individual can regain his/her credential up to 90 days past the expiration date by completing the re-certification process and paying all late fees ($75.) After the 90 day period, your certification will be null and void and the individual will have to re-apply, complete all certification paperwork and take all tests in order to be re-credentialed.

Extension of the Recertification Period:
Once a certified professional fails to submit the re-certification packet by August 30th of the year in which he/she is supposed to re-certify, the credential is considered to be “inactive” and may not be used until re-certification is obtained. The individual may not identify him/herself as a Certified Prevention Specialist (CPSI or CPSII), Alcohol and Drug Counselor(ADC), Counselor in Service (CIS), Advanced Alcohol and Drug Counselor (AADC), Certified Clinical Supervisor (CCS), or Certified Criminal Justice Addiction Professional (CCJP) and must notify his/her employer of the inactive status of the credential in question. Since the Certified Clinical Supervisor (CCS) credential requires that the individual holds an active ADC or AADC credential, one’s CCS will also become inactive if the ADC or AADC credential becomes inactive.

Advanced Alcohol and Drug Counselor (AADC)

Demonstrates the highest competence in the addictions counseling field.  Full manuals and applications can be found in our resources section.

Minimum of a Masters Degree in a behavioral science field with a clinical application
Bullet Also includes completion of 180 hours ADC specific education
Bullet 3 years direct experience of which 1 year must be post masters

Alcohol and Drug Counselor (ADC)

Bullet 270 hours of training/instruction 70 of which must be addiction specific
Bullet 3 years supervised work experience to chemically dependent individuals/families

Certified Criminal Justice Professional (CCJP)

The certification process for criminal justice professionals was developed for treatment professionals working with the criminal justice population. The 1997 Role Delineation Study identified six performance domains which describe the skills and knowledge necessary for the criminal justice professional. They include: Dynamics of Addiction; Legal, Ethical and Professional Responsibilities; Criminal Justice System; Screening Intake and Assessment; Case Management; and, Counseling

Prevention Specialist (PS)

IC&RC Defines Prevention as: A proactive process which empowers individuals and systems to meet the challenges of life events and transitions, by creating and reinforcing healthy behavior and lifestyles and by reducing risk factors contributing to alcohol, tobacco and other drug usage and other related issues.

Candidate must hold a current and valid Alcohol and Drug Counselor (ADC), Advanced Alcohol and Drug Counselor(AADC) or Certified Criminal Justice Professional (CCJP) credential at the reciprocal level.
Bullet Verification of five (5) years (10,000) hours of counseling experience as an alcohol and other drug abuse counselor.
Bullet Verification of two (2) years (4,000) hours of clinical supervisory experience in the alcohol and other drug abuse field. These two (2) years may be included in the five (5) years of counseling experience and must include the provision of 200 contact hours of face-to face clinical supervision.
Bullet Verification of thirty (30) hours of didactic education/training in clinical supervision. This must include education/training in each of the following four domains: Assessment/Evaluation; Counselor Development; Management/Administration; and Professional Responsibilities. There must be a minimum of six (6) hours supervision in each of the four domains.
Bullet Candidate must subscribe to the Certification Board’s Code of Ethics.
Bullet Passing of the standardized IC&RC CCS written examination.
